My first bustle which I later moved the top button about six inches higher to pull the dress higher off the floor

I used a hook and eye to bustle the dress and sewed bridal buttons over the hook and eye for better eye appeal.

The outer layer of chiffon hung long even after I bustled the train, so I had to creatively compensate for this.

On either side seam of the chiffon I hand-stitched a hook and attached the corresponding eye to the hem of the chiffon about a foot closer to the back than the side seam.

As the rule of thumb, I don’t know that there is any correct way to bustle a dress. Use your creativity and work with the bride’s wishes.
